Walter Castillo was born in Nicaragua in the late 1960's.  He moved to the English colony of Belize as a young man in search of personal and artistic identity.  Walter settled in the southern part of Belize in an area known as the Stann Creek District.  A self-taught artist, Castillo also learned to appreciate the rich cultural heritage of the Garifuna, Creole and Mayan people of Belize. 

Castillo's gloriously colorful paintings are full of the movement and joy within the Garifuna way of life. Castillo embraces a primary connection to nature which he simply describes as "livin" natural.  This healthy, spiritual and festive lifestyle taught him to discover himself and enabled him to hear and see the beauty of nature. 

Walter's paintings have been exhibited in England, the United States, Mexico, Costa Rica, Nicaragua, Honduras, Portugal and Spain, as well as many other Asian and European countries. They also adorn the walls of many of Belize's nicest hotels.

Even with Walter's success as a professional artist, he still maintains his primary connection to the earth, and the music and dancing of the Garifuna people.

Airport Information. Note this information is gathered from talking to the airport security and/or airlines at the various airport. 

Cancun International Airport, Cancun Mexico and Cozumel International Airport, Cozumel Mexico

Flights are on schedule.  Advisory:  Plan extra time for check-ins.  Arrive three hours before departure. Bottles of liquor, sharp objects, etc are not allowed to be carried on the plane.  One carry-on bag per person. 

Goldson International Airport, Belize City, Belize  Flights are on schedule.  Advisory:  Please report to the airport at least 3 hours before departure.  All luggage is manually inspected, xray-ed, then subject to a random inspection on the tarmac.  Random searches of carry-on luggage may occur at the gate.

Embassy recommendations:

The US Embassy in Cancun advises that tourists visiting the area should be careful not to lose their identification, i.e., passports, driver's license, etc. If you do lose your ID you will need to go to the US Embassy in Merida, Yucatan for replacements. 

Frequently Asked Questions in Response to the Resumption of Commercial Air Service September 16, 2001, from the FAA

When did airports resume operation?
At 11 a.m. on Sept. 13 the Secretary of Transportation announced that the national grounding of flights (started Sept. 11) was lifted for commercial aviation. For air travelers most of the nation's airports are open, with the exception of Washington's Ronald Reagan National Airport.

Are general aviation aircraft permitted to fly?
For general aviation operators and pilots, the U.S. Department of Transportation has approved resumption of general aviation Instrument Flight Rules, or IFR, flights as of Sept. 14 at 4 p.m. Eastern time. However, those flights may not fly within 25 nautical miles of New York City and Washington, DC. Those restrictions will be kept in place until further notice as officials continue to assess the recovery situation in those cities over the near term. Pilots operating under Part 91 of the Federal Aviation Regulations, must be instrument-rated, must file IFR flight plans, and must receive a clearance before departure. Flights under visual flight rules have not been authorized.

As of today, general aviation IFR operations are approved between U.S. airports to and from Japan, Canada, Mexico, the Bahamas, England, Scotland, Wales and Northern Ireland. These aircraft must be on an IFR flight plan and comply with all U.S. Customs Service notifications and requirements in order to land at U.S. airports designated as ports of entry. 

On Sept. 16, the FAA ordered a temporary suspension of all agricultural aviation flights as part of an overall assessment of the gradual resumption of visual rule flights.

Are all airports open?
Most of the nation's busiest airports are now operating, with the exception of Ronald Reagan Washington National Airport. There is a list of airports on the website at
http://www.faa.gov that have meet the new security standards and are ready to reopen.

When will Reagan Washington National Airport open?
The Metropolitan Washington Airports Authority and the FAA has reached the decision that Ronald Reagan Washington National Airport will remain closed for the time being. This decision to temporarily suspend flight operations was made due to the airport's proximity to key federal installations in the Washington, DC area, including the Pentagon. The Authority will continue to work with the FAA and other agencies to further assess the situation and re-open in as timely a manner as possible.

How will I know when my airline is ready to fly?
You should call the airline to verify your flight and to see when you should arrive at the airport. Remember, you will need plenty of time to process through all the additional security.

Are foreign airlines flying into the United States?
Foreign carriers may fly into the United States if they meet the FAA's new security guidelines, depending on their points of origin.

Is cargo and mail being transported on passenger flights?
As of today, mail and cargo is being permitted on passenger flights subject to heightened security. If you have specific questions about mail service, you should call the U.S. Postal Service.

When should I arrive for my flight?
Call the airline in advance to see how much time you should allow. You will need plenty of time to go through all the additional security that is required.

What do I do if I have an electronic ticket?
You should call the airline in advance. Only ticketed passengers will be allowed beyond the security checkpoint. Within certain guidelines, the airlines will determine what ticket documentation (tickets, boarding passes or reservation confirmations) their screeners will allow, so you should check with the airline in advance if you have an electronic ticket. All passengers should remember to bring a government-issued photo ID.

Will I be allowed to meet an arriving passenger at the gate?
No one without a ticket will be allowed beyond the security checkpoint. Provisions will be made for: parents who need to meet unaccompanied minors, for disabled persons and persons with special needs who need to be accompanied by healthcare assistants or guardians, and for medical personnel who need to respond to a medical emergency beyond the checkpoint.

If I don’t have a bag to check, do I need to check in at the ticket counter?
If you already have a ticket, you may proceed through the security checkpoint to the gate.

Can I carry my pocket knife on board?
No knives or cutting instruments of any size or material will be allowed in the aircraft cabin. Knives may be transported only in checked baggage. Airlines will no longer provide steak knives for on-board food service.

What new security will I notice at the airports?

Will armed officers be put on flights?
Yes, FAA Federal Air Marshals who are armed and trained in the use of firearms on board aircraft will be flying anonymously on select flights. Federal Air Marshals are FAA civil aviation security specialists who are specially trained for deployment on anti-hijacking missions. The FAA will not reveal the number or identities of the marshals. The DOT is working with other government agencies to see if other highly trained agents may be deployed to augment the Federal Air Marshal force. 

Will the government be taking over the security screener workforce? We are looking at every aspect of security now for possible improvements. The FAA already has a rule pending (expected to go final this month) that will give the agency direct oversight of screening companies, and authority to impose new rigorous standards for training and testing of screeners. The rule will also require the use of new software FAA is deploying that will monitor how well each screener is doing at detecting dangerous objects. Under the new rule, screening companies whose screeners fail to meet FAA detection standards can lose their FAA certification to perform security at the airports. 

Also, on Sept. 16, Secretary of Transportation Mineta announced the creation of two separate task forces to deliver specific recommendations for improving security within the national aviation system. One task force will focus on increasing security at the nation's airports. The other will look at aircraft security, focusing specifically on cockpit access. Six national leaders in aviation and security were named to the task forces, each of which will deliver its recommendations to the Secretary no later than Oct. 1.

Are you going to require hijacking training for pilots and flight attendants? We already require the entire flight crew to undergo initial hijacking training, and annual recurrent training. We do not detail what this training encompasses for obvious security reasons. Whether this training will change in any way, we don't know at this time, but we're looking at everything for lessons we can learn. -FAA
